Dog Food Choice

I know this isn't about this group. But can someone help her? Please respond to her in private.

there is a very skittish chi in the neighborhood. human society say they aren't in the dog catching business. animal protection for abused animals say they can't do anything cause im not in there district but we don't have one and they are the closest. the dog ive named him lucky. has been homeless for more than a month. he is fed by lots of neighbors. food is not a motivator for him to come and the human society loaned me a live trap but he way to smart. even my chi will not go in it. i would like any and all advice. lucky is out in the open and will not let anyone closer than a half of a block. my vet says they will not administer any drugs until they see it. i will take him in as soon as i catch him i want to make sure he is safe for my chi and us. he has fleas really bad and it looks like they are affecting one of his eyes. he has been in the rain he doesn't even take shelter. he is afraid of being caught. the kids are very mean to him chasing him with bikes throwing glass bottles. i can't imagine when school lets of for the summer. thanks for reading this message.
